Chaos in a factory is easily labelled a \u201cplanning problem.\u201d Excess inventory, missing materials, unfinished products and late deliveries all occur at once. Everyone has a point; everyone is unhappy.<\/p>\n

One cause I often encounter on the shop floor is unclear responsibility between production planning, material planning and purchasing. These do not necessarily need to be three separate departments. What matters is clarity about who owns each decision, input and follow-up.<\/p>\n

Production planning and control<\/h2>\n

It creates the master production schedule and daily schedule, and manages capacity, bottlenecks and plan changes with the relevant teams. Delivery commitments to customers should be agreed with sales on the basis of actual capacity and material availability.<\/p>\n

Material planning and control<\/h2>\n

It derives material requirements from the production plan. It manages material requirements planning (MRP), inventory parameters, Kanban quantities for suitable parts and material shortage tracking. Safety stock decisions are considered alongside variability in demand and supply.<\/p>\n

Purchasing<\/h2>\n

Alongside supplier selection, prices, contracts and orders, it monitors delivery performance, capacity, quality and logistics conditions with the relevant teams. Purchasing also plans supply; it should do so in line with production and material priorities.<\/p>\n

The real issue is the connection between them<\/h2>\n

Which data is current? Who changes the priority? When supply is delayed, who informs whom? How is the new delivery date approved? Without answers to these questions, even a good ERP system cannot resolve the uncertainty on its own.<\/p>\n

I have encountered similar gaps in responsibility while working in different sectors. Products and technologies change; the importance of a shared plan and clear decision rules does not. We can begin by clarifying the handovers in an order\u2019s flow.<\/p>
